Secondary Glazing for Listed Buildings: The Reversible Fix
Your flat is listed, the sashes are original, and the quote you had for slimline double glazing came back with a warning that the council would probably refuse it. Meanwhile the room is cold within a metre of the window and you can hear every bus on the road. Secondary glazing is the upgrade most conservation officers will accept, and on noise it genuinely outperforms the sealed units you were refused.
Why officers reach for secondary glazing first
Listed building consent exists to protect fabric, not appearance alone. When you replace a sash with a double-glazed copy, what is lost is not just the glass. It is the original Baltic redwood, the hand-cut joints, the wavy drawn glass, the horns, the glazing bar profile a joiner worked with a moulding plane. None of that comes back.
Secondary glazing changes none of it. A second, fully independent window is fitted to the room side of the existing one. The original sashes stay in place, unaltered, still working. Historic England's advice note on the subject puts it plainly: there is no loss of historic fabric, and in most cases the installation is easily reversible. Take the unit out and you are left with screw holes in a timber ground.
That word, reversible, is the one that does the work in a conservation officer's head. The general principle across listed building casework is that the easier an alteration is to undo, the easier it is to justify. It is the same logic that makes secondary glazing a safer proposition than sealed units in almost every heritage context.
One condition comes attached. Historic England is clear that you should assess and carry out repairs to the original windows before adding anything to them. Draught-proofing and secondary glazing fitted over sashes with broken cords, an open joint at the bottom rail or a rotten cill will simply hide the problem while it gets worse.
Do you actually need consent?
Two different permissions get muddled here, and they behave differently.
Planning permission is concerned with development, which for these purposes means external alteration. A secondary unit fitted inside the room does not change the external appearance of the building, so it is not development. Westminster City Council's retrofit guidance states the position directly: secondary glazing or draught-proofing will not require planning permission. An Article 4 direction in a conservation area removes permitted development rights for things like replacing the windows themselves. It does not reach inside the room.
Listed building consent is a different animal. It covers any works that affect the special interest of a listed building, internal as well as external. Historic England's guidance says installing secondary glazing does not generally need consent, but adds that it may be required in some cases and that you should consult the conservation officer at your local planning authority before installing.
Some London boroughs go further than the national guidance. Westminster's own householder guidance says that if your house or flat is listed, you must apply for listed building consent for new windows, alterations to windows, or secondary glazing. Others treat a slim, reversible unit fixed into an existing timber ground as not requiring consent at all.
The practical answer: email your borough's conservation officer with a photograph of the window and reveal, and the manufacturer's section drawing. It costs nothing, the reply usually arrives within a fortnight, and it is the single cheapest piece of insurance in the whole job. Never take a neighbour's experience as your answer — this genuinely varies between boroughs and between grades.
What officers actually object to is rarely the glazing. It is the fixings. Screwing an aluminium sub-frame through moulded panelled reveals, shutter boxes or original architraves is what turns a routine approval into a refusal.
What it does for heat
A single pane of 4mm glass has a U-value of about 5.4 W/m²K. A whole timber-framed single-glazed window, glass and frame together, typically comes out around 4.8. That is a poor number by any modern standard, and it is why the wall beside the window feels warm and the seat under it does not.
Add secondary glazing and a large part of the benefit comes from somewhere people do not expect. Yes, you have added a second pane and an air space. But you have also decoupled the room from the primary frame and its moving parts, which is where a great deal of the leakage was happening. Historic England quotes a resulting whole-window U-value of roughly 2.5 W/m²K, improving to under 2.0 where the secondary pane carries a low-emissivity coating. Their research puts the reduction in heat lost by conduction and radiation through the window as a whole at over 60% with a low-E hard coat facing outwards.
For context, Approved Document L now sets a limiting U-value of 1.4 W/m²K, or Window Energy Rating band B, for a replacement window in an existing dwelling. Secondary glazing is not a replacement window and is not a controlled fitting, so that figure is not a target you have to hit. It is worth knowing anyway, because it tells you where a good secondary installation sits relative to a modern one: close, not equal. Keep the low-E coating clean. The standard the industry works to is "visually clean", and a film of dust on a soft coat measurably erodes the benefit.
What it does for noise, and why it beats double glazing
This is where secondary glazing stops being a compromise and starts being the better answer.
A sealed double glazed unit has two panes rigidly connected by a spacer bar with a 16 to 20mm cavity between them. Acoustically the two panes behave almost as one. They resonate together, and the unit performs little better than single glazing at the frequencies that matter for traffic.
A secondary window separates the two panes by 100mm or more, with nothing rigid connecting them. The panes are decoupled, the resonance between them collapses, and the assembly behaves like two independent barriers rather than one. An unsealed single-glazed window might give you 18 to 25 dBA of reduction. A well-sealed secondary system with a generous cavity can reach around 45 dBA. Gains keep coming as the gap widens, especially if the reveal is lined with something absorbent, but they tail off beyond about 200mm. Thicker glass, or acoustic laminate in the secondary pane, adds more again.
There is a trade-off nobody mentions at the quoting stage. The optimum air space for thermal performance is 16 to 20mm; beyond that, convection currents develop in the cavity and carry heat across it. The optimum for acoustic performance is 100mm and up. You cannot have both. In practice the reveal depth in a London terrace makes the decision for you, and since the frame decoupling delivers most of the thermal gain anyway, the wider gap is usually the right call. Proprietary systems are normally painted aluminium, which allows a slim enough profile to sit within the depth of the staff bead on a typical sash. Colour-match it to the primary frame and it disappears. Bespoke timber sub-frames look better in a fine panelled room and cost more.
Divisions in the secondary glazing should line up behind the meeting rails or glazing bars of the original window, and the secondary opening should never be smaller than the glazed area of the sash behind it. Get either wrong and the unit reads from the street.
Shutters, reveals and the details that wreck a job
Original panelled shutters are the most common reason a secondary glazing job goes sideways. Three outcomes are possible, in descending order of preference: fit the secondary unit between the primary window and the shutters so the shutters still work; fit it on the room side of the shutters where they fold into the reveal; or, as a last resort, fix the shutters closed without altering them so a later owner can bring them back. Slim aluminium frames set within the depth of the staff beads exist specifically to solve this. Say the word "shutters" in your first email to the supplier, not on the day of the survey. Glass is heavier than the framing suggests: roughly 10kg per square metre at 4mm and 15kg at 6mm. On a tall Georgian window that is a serious panel to lift out single-handed, which is an argument for hinged or sliding over lift-out on anything above head height.
Condensation: seal the inside, not the outside
This is the single most commonly botched part of the specification, and it is counter-intuitive.
The secondary unit should be well sealed. The original window should not. Leave the outer sashes with a degree of air leakage so the cavity between the two windows can breathe. If you seal both, warm room air that finds its way into the cavity has nowhere to go, and it condenses on the cold inner face of the original glass, where you cannot reach it and where it sits against the putty and the bottom rail. That is how a well-meant energy upgrade starts rot in a window that had survived 130 years.
Room ventilation matters too. Traditional buildings need roughly 0.8 air changes per hour as a rule of thumb, about twice the figure for modern construction, because permeable fabric relies on evaporation to stay dry. Fitting secondary glazing to every window in a flat with no extract in the kitchen or bathroom moves the moisture problem somewhere else, usually to a cold external corner. Deal with humidity at source. If you already have condensation forming on the glass, work through why it forms and what fixes it before you spend anything on glazing.
If there is an open fire, a stove or any gas or oil appliance in the room, get the draw checked after installation. Depriving a combustion appliance of air is not a comfort issue.
What it costs
Supplied and fitted, secondary glazing in the UK generally runs from around £300 to £700 per window for a made-to-measure aluminium system, with London and the South East typically sitting 15 to 25% above national averages. Tall Georgian windows, curved heads, acoustic laminate glass and bespoke timber sub-frames all push upward from there. Magnetic acrylic panels are a fraction of that and perform like a fraction of that.
Every window is measured and made individually, so a quote for "a window" means very little until someone has stood in the room. Before you order
- Measure the reveal depth from the face of the staff bead to the room. Under about 60mm and your options narrow sharply.
- Photograph the window with the shutters open and closed, and note whether the shutter boxes are original.
- Check the sashes actually work. Cords, balance, a sound bottom rail and cill, and sound putty come first.
- Email the conservation officer with the photographs and the supplier's section drawing.
- Decide what you are buying it for. Noise wants the widest cavity and laminate glass. Heat wants low-E and tight perimeter sealing. They are not the same specification.
- Confirm in writing that the primary window will be left unsealed and the secondary unit sealed, not the other way round.
